Have an old set of 15" of Fuchs. When I measure widths from edge to edge, I come up with an extra 1/2" (7.5 and 8.5). What is the correct size? BTW since buying Alf's Polished 16s these are for sale. What are they worth?

The correct way to measure a wheel is the inside bead seat to bead seat. Check out this pic of a 7" wheel:

Probably. If you look carefully at the backside of the paddles, the size will be stamped into the wheel.
