Help wiring OBD-II connector to 3.6 conversion

For a 1991 3.6 in a 1984 Carrera, I've wired up an OBD-II connector but can't get any K and L signals. I need some help.

I've verified the following wiring with an ohm-meter:

K-Line: pin 55 of 55 pin to pin 7 of OBD connector
L-Line: pin 13 of 55 pin to pin 15 of OBD connector
Engine speed: pin 6 of 55 pin to pin 9 of OBD connector
Ground: chassis ground to pins 4 and 5 of OBD connector
12V: pin 1 of 14 pin to pin 16 of OBD connector

Any suggestions for troubleshooting?
