Blowing out fuel pump relays

Am having issues with fuel pump and a crank no start. First diagnoses pointed at bad relay. Replaced it with new one. Car started momentarily but wouldnt continue to run. Removed and Bench tested the new relay, it was not working. Both blown relays have continuity between pins 85 and 86, and between 30 and 87a when not energized. When energized it should switch power supplied by pin 30 from 87a to 87. But it isn’t it stays on 87a.
I had bench tested the new relay before using it, so i know it was good before i put it in.

What would cause it to blow?
