Breather line not connected ?

Ok here I am again. I just put up a post regarding my deceleration valve on my 81 sc engine. I asked about its purpose and explain the symtoms It had etc. My question now is what or how would the engine run if the breather line was just out ther in no where land not connected to any thing? Could this be the reason for my high idle? Is this consider a vacum leak? I know it would be on a 2 stroke but here? This could be it please help. I would like to get this thing running good after all it was one of those basket cases that are suppose to be satisfiying cough cough!

IF you take the oil filler cap off its a vacume leak so I would think this has to be also.
