headlight fuse, one for each side?
 
88 930. Is it one fuse for both headlights or one fuse for each light? Thanks

Another question, no power going to fuse number 7 and 8 on the shorter fuse panel. looking like I have to trace down those wires and see where the break is? Round relay up top are not hooked up to lights, right?

Another question, no power going to fuse number 1 and 2 on the shorter fuse panel. It looks like someone swapped the wires to isolate left low and high beam on 1 and 2, right high and low on 3 and 4. looking like I have to trace down those wires and see where the break is? Round relay up top are not for lights, right?

You need access to a wiring diagram, which will answer all this. Pelican has (at least had) a copy of a factory wiring diagram on its site. Any diagram from '74-89 would do, and probably even an earlier one. Maybe someone has posted a copy of the relevant page. A search ought to get you to what you need.

Porsche did not use relays for the headlamps.

You should be able to figure out what relays are what, and what fuses are what, if you still have the black plastic cover for the fuse box. They are molded in to the inside of the cover. Still useful to have reference to the wiring diagram.

The round relays are for functions other than the headlights. Round relays 5 (second from the right) does fog lights.
