15° throttle position switch 81-83
 
Should I have continuity at the switch with the throttle at rest? If I lift the arm
higher I get continuity. Should that be the correct position and I need to adjust the throttle rod?

That's the off idle switch, not 15 Degree.

Just the slightest touch of gas pedal, before the throttle plate starts to move triggers it.

Do you know what this device does? In the parts catalog it's listed as 911 606 131 00 "Alarm Switch" (I assume, it's the only component that looks right and is listed on the K-Jet page).

Just lets the lambda system know the throttle is at idle. It should be closed when at idle and either the throttle needs adjustment or you can move the microswitch around until it's in place. I now remember that mine wasn't doing this at one point some years back and was causing some issues that were being masked with an over rich mix.
