Rear Sway Bar end links rotation question
 
While disconnecting the rear sway bar on my SC I noticed the end links are stuck in their angle. Not sure if this is by design when they get torqued to 61 ft lbs OR they should be slightly more fluid and are solid due to aged bushings.

It looks correct to me. The left and right drop links are different(opposite) because of their angle. They are under some load/tension if the trailing arm is not supported.

The question I have is if the bar was off the car and the end links were still attached to the bar should I be able to rotate the end link 360 or once it is torqued to 61 ft lbs it does not move unless loosened?

Yes, they would be very difficult to rotate around manually on the bar if fully torqued and the bar is off the car.
You want to put them on loose so you can wiggle them around and line up the bolts to the trailing-Arms. Then once those trailing-Arm bolts are sufficiently threaded in and not cross threaded then tighten up all four to the spec.
