Cold Start Oil Pressure on 30W run in oil
Did the engine builder do something wrong or would you expect gauge on full 10 bar / 140 psi when totally cold..??

Check the pressure sender. I suspect your builder put a 0-5 bar sender instead of a 0-10 bar one. Divide the reading in half.
