Missing Protective Cover

Today, I was under the front of my car. I saw this at the end of the driver side front torsion bar:

It should look like this:

Per the PET, it is a Protective Cover.

I am thinking that I can clean up the rust as best I can and weld a small plate in the area to allow me to attach a Protective Cover.

Thoughts?

Looks like you need a new suspension pan. The rust is probably much worse than you can see.

My first thought as well. I probed around with a screwdriver. Seems to be pretty localized to the area.

I have seen worse on my 1970 Bus. Cut away the bad, weld in new.

Ditto. I can almost guarantee the rust is more extensive/expensive than you think.

True. But it was already gone when I looked. I usually use the pinch joint behind the wheel.
