1975 911s electrical

I am rewiring the signal lights . Doing a test I am only getting 8 volts at the light socket . Headlights are OK . The lights are not yet connected at the steering column in case that matters.
Help!

Also, I'm confused by "The lights are not yet connected at the steering column"

How are you testing they are getting power without connecting them to the signal stalk? The emergency flasher? Does the emergency flasher work? Do the tail lights flash?

I just went through the signals in my 76. I was not getting power to the driver left and it was actually a week connection at the fuse, but I was getting no volts at the connector. There is a connection point behind the headlight that the marker lights and turn signals go through.
