Steering column question

Hi everyone,

My 911 turn signals weren't cancelling, so I took the steering wheel off to figure out the issue. The horn cancel ring had been removed, but the column also doesn't look right. #6 in this diagram seems to be a missing bushing, but the #25 circlip is just sitting loose on the shaft



Am I missing a bushing or something else that this clip would be holding in place? My Momo hub won't slide all the way on so wanted to make sure this is sorted first. Is this bushing supposed to be there? and then held on with that clip?



Thanks in advance I can't figure out why the heck someone would remove all this stuff.
