Driver's Window - Order of Operations?

Hello Pelicans - when installing the window back into the door, what is preferred? Car is an '83SC.

1. Installing the window, and then the outermost window felt - which leaves very little room for fingers to install the felt? Or...
   
2. Installing the felt first, leaving little room for getting the rollers into the channels on the lifter rail?

1. Install the glass then put the window down as far is it can go, then install the felt.
