Right rear side wheelwell bolt

1986 911 coupe - Newly acquired

While fixing some wheel issues I noticed the bolt sticking out of the rear/frame body in the wheel well

Is this supposed to be here?

Not able to access it from what I can tell in the engine compartment or interior.

Holder bolt for Oil line?

[Flat6pac]

Oil lines are held against the body coming from back of motor and oil tank to external thermostat.
