The "WTF is this" caption above points to the bellows cap for your rack and pinion. The rubber bellows snaps on to that so it can accordion in/out as the rack shifts.

Oh, I know exactly what it is, I was more referring to the comical idea of using a rubber joint in a tie rod end :)
