79 SC Plugged Rubber Pipe to Sensor Plate Boot

I have a California Spec. 79SC with EGR. The rubber pipe that connects the Aux. Air Slider was plugged at the Sensor Plate Boot. The replacement boot I am installing is also plugged but can be opened. My question is why would this line be plugged? See pics. Thanks!

How did you test it? The AAV is open until the engine starts, and vacuum is present. It then closes so air doesn't pass through it when running.
