smoging a euro 3.2

A friend of mine has a euro 3.2 in a 79 and it won't pass calif smog. I havent seen the car but shouldnt it pass if it has the cat and o2 sensor. I doubt that it has the cat.?

Probably not if it has the stock euro chip. It runs too rich to work with a cat and O2 sensor. His best bet is to stick in a U.S. spec chip in there at least to bring down the mixture and try a test then.
