How can you test headlight washer parts before installing them on the car? Specifically, I am refering to the valves at the end of the supply tubes under the bumper; the valves just before the nozzles. I've tried blowing both directions and can't get either to move. Is this normal or does it mean they are stuck?

those are one way valves (supposedly to prevent the fluid from drasining all the way back to the pump..so you have quicker response/less pumping work when you hit the switch. Depending on your lung capacity you certainly should be able to generate enough pressure to push thru the correct direction...I'd try a quick bit of compressed air if you still have difficulty.
I can tell you these "one way" valves are also the most common point for debris to clog your system.as the junk in your tank gets pushed out beyond the valve it then settles bak..and forms a plug..I have had to use a syringe/needle apparatus to clean mine out..at least until I got smart and pulled the cap off the washer fluid tank..cleaned the pick up hose and then throughly cleaned the inside of the tank with a large brush (get them at a place that sells homebrewing gear..menat for cleaning out the big 5-7 gallon glass carboys we ferment beer in)
