Toldeo OH area Porsche Mechanic

I've got my eye on a 1989 Targa Carrera. Close to mint condition with 72,000 miles. Car doesn't leak, accelerates well, clutch/suspension/brakes seem ok.

The seller and I have agreed on a price of 18K, pending a check out by a mechanic.

Couple of questions-

1. Does this seem like a fair price?

2. Can anyone recommend a porsche mechanic in the Toledo Ohio area that would perform an inspection?
