Question 911SC detectives wanted..

A friend of a friend, living in the Netherlands would like some info on the history of his car. If anybody knows anything, including a way to pay for a list of previous owners, etc. Let me know, okay?

Here's a quote from the owner: "Thanks for you reply, actually I'd like to know as much as possible what puzzles me the most is the car was delivered in Belgium with a ROW vin number but was in the US till 1992 and looks/ed like a US specs car? So what's the story?"

The numbers and info on this car, as the owner understands it:

"The details: Porsche 911SC 1978, vin 91183001, enginenumber then 6380289 (930/03), gearboxnumber 7180256, Color petrolbluemetalic (code F7), Interior artificial leather cork, antenna on lefthand frontfender, speakers, sportshockabsorbers, chrome window frames, fuchs wheels, first delivered in Belgium(?) in 7/77, then exported to the US. These are the factory specs. I found the car further fitted with airco, rear spoiler (polyester, with a sticker wich said "Texas A&M"). Car exported to Germany 03/02/92. Owner then, All State Insurance Co, 4191 Innslake Dr. Glen Allen VA 23060, title number 46650811, prior title number 45878783. Car found in Germany as Subsitute salvage vehicle with substantial right hand rear damage due to engine fire. Odometer reading then in miles 54208. Included I have copy of the Certificate of title for a vehicle and a picture of how the car looks now. The color is the original one only difference now is black window frames, black interior, front lip spoiler, little bit lower due to billstein's. "

So, anybody have any ideas on how to proceed from here? Thoughts and guesses on this car's history are also welcome..
