Where may I find the FIA FT-3 rules for fuel cell compliance

Dear Friends,

I read the Vintage rules for Porsche fuel cells, and they say that the fuel cell needs to meet FIA FT-3 rules governing fuel cells.

I am trying to find the FIA rules that describe this compliance.

Can anyone help me out with these rules, either in excerpt or in entirety?
