new vdo made in ohio?

sent a note to a local ebay seller of new equipment asking if I could come buy and look at one of his 78-83 tachs (mines a 76 and wont runn off the TD pin on the CDI). he explained that the manufacturing facility was in ohio and guages shipped directly to purchaser. I would have expected VDO,Bosch etc to be made in Germany. Is this a counterfeit. If so, I dont think it makes sense to save the $6 vs Pelicans price (are they made in Ohio too). Or are items regularly licensed to us manufacturers. If it is a fake should I ask for a huge discount (assuming it works with my car).

I use ebay for the unavailable, hard to get stuff. If you can order it from a reliable source like Pelican, and support this board, it is well worth the $6.
