Need opinions on valve condition.

This is a well-sorted 2.7, that I believe has been rebuilt in the past, ran very strong when it was last in a car, but has sat for about 1.5 yrs.

When looking down the intake, a few of the valve have what looks like dried up oil on them. When I poked at it with a screwdriver, it was very powdery and flaked right off. Looks like I should have checked this stuff before I adjusted the valves, as I'm sure some of them had junk wedged in them and I got a bad adj. Anyway, can I just scrape this stuff of, vacuum it up, readjust and run some Techron through there?

Also, on cyl. #1, it looks like the valve is not closed all the way (no photo). Is this just a function of where I have the crank at any given time, or an indication of a bad valve spring? I'd really like to not have to tear this engine down any farther. Thanks.
