Dunno for certain, but this should help.
Oregon DMV Replacing & Transferring Oregon Titles

I'd call the DMV to be certain:

I have never needed a bill of sale to register a vehicle in Oregon. I have always needed a title/pink slip signed by the previous owner. If the vehicle is from out of state they will check to make sure that the VIN number on the vehicle matches the one on the title. I hope that this also helps.

Even if you could (which I doubt), why in the world would you?!? If I'm buying a car, ANY car, I want to see that the person selling it and the name on the title are the same. Otherwise, you might as well be buying a stolen car. And receiving stolen property is a crime in Oregon. And every other state, IIRC.

OK, so let's say the guy is totally legit - he's your brother, and you know he's had the car for decades. But he can't put his hands on the title. No problem. You and your brother go down to the ORDOL and ask for a replacement title. Here in WA, it costs $30 and you sign a document stating how the original title was destroyed or misplaced.

I know exactly how this is - I sold my UrS6 to a friend, and found out when I was looking for the title that my wife had shredded it by mistake. Well, $30 and three weeks, and my friend had a title. But no way in heck he could register it without the title, at least here in WA.

many eastern states no longer issue titles to cars that are (25-30 years old I believe)and sellers can only produce a "Bill of Sale" I have purchased cars from Connecticut and I forget at the moment which other state where all I got was a bill of sale and sometimes a registration slip. Here in Cali it is not too hard to get them registered but I wondered about this for Oregon. I'll browse the Oregon DMV site.
thanks

Oregon DMV may ask you for your Oregon address and they do perform spot checks to ensure its legitimate.

Due to low registration fees, the DMV is quite aware that out-of-state residents register cars here and they do aggressively enforce the residence laws here about that.

A sidenote...

Steve is correct about very enthusiastic spot-checking of Oregon-registered vehicles. Owners in Washington state often attempt to register in Oregon then drive their cars in the predominant state (Wash, Cali, etc.). For this reason, there are many civilian "spotters" in Vancouver, etc. that will report any Oregon plated car that remains in their neighborhood for an inordinate amount of time. Common with RVs.

But that is not what you are about. Check with the DMV and always be nice! They have a hard time of it and appreciate an attentive and apologetic citizen!
