Question on Turn Signal/Wiper Switches 1969 911

On my 1969 911T, the wipers and washers both work with the ignition off, and when the directional lever is moved to the left or right turn position (again with key off), the front and rear signals for the respective position light, but don't flash.

Are either of these conditions normal, and if not, any guesses as to the cause?

I know cars in Europe have a parking light feature for nighttime on street parking, but these are usually low draw, small bulbs. To me, the directional bulbs would seem to draw too much current for this function.

The light issue sounds right those are your parking lights, the wipers working with the power off I think is wrong.

Nothing as cool as getting of your Porsche and people starring at you and your cool car and then someone says your lights are on, then you walk back quitley cursing those f--n parking lights.
