MFI air intake question

The spare MFI set-up I bought on eBay just showed up and I've been checking out what I got. I think I have a complete system. I have the injection pump, the hard lines, six injectors, the air filter housing, the belt, the sprocket on the motor, and the snorkel thing that fits on the input of the air filter housing.

I'm going to be cleaning and storing everthing, but I decided to start with the snorkel thing (see photo) because my car doesn't have one right now and it seemed like the easiest part to start with. I had thought about buying one of these separately awhile ago and asked the board if not having one could have contributed to my cold start problem. The consensus was that the whole device was unnecessary and just for smog control. With that in mind I started cleaning it and cracked it open and was kind of surprised when I found a little more complicated device than I expected. There are two flaps, one is connected to the throttle, the other seems to be operated by the little device that looks like a spark plug. I'm confused. Does anyone know how it works?http://forums.pelicanparts.com/uploa...1084580117.jpg

Andy
It is operated by heat from the box around the left exhaust maniforld

It expands when it reaches a certain temperature and closes the flapper, giving the engine non pre-heated air.
