What is this Part?
 
Does anyone know what the round part in the middle of the image is??

It is bolted to the front suspension cross menber (1987 Carrera).

Is this the factory alarm system horn? (does not look like add on by PO)
Do all Carrera's have this?

Mine does not have the alarm system, hence no horn.

Yep. Factory installed alarm horn. My car has one as well.
