1982 SC running problem . CIS Experts HELP !!

Im having trouble locating a problem on my sc . The engine idles excellent but if the rpm is held steady at anything above 2k rpm it breaks up and sputters . Power is fine . Its only a problem while maintaining speed . The only way to drive the car is to consistently accelerate then decellerate . Ive tried a used wur(yes the correct part #) and it runs exactly the same . Ive tried the running fuel psi test as per the bentley manual but see no change in fuel pressure from warm to cold (like there should be). Maybe im doing the test wrong ? Aside from the wur is there anything else that may cause this (seems to be a lean condition) problem . Oh and I also swapped in a known good fuel pump but no difference. Fuel filter is new . I dont think its the wur anyway since the one I put in was a good working unit and both units have resistence across the terminals . I should also add that the car runs exactly the same whether its a cold start or has been running for an hour . And I added fuel manually(carb spray) into the airbox and it does not clean up the sputtering despite my feelings that it is running lean. Im hating this piece of crap . Please help.

kurt, so with the car in neutral, the rpm's rev-ed up past 2k and held there, it will sputter too?

You said it yourself, the fuel pressure test didn't come up right. If you don't know how to do it get some help. Do the test properly, post the results and you should get some better help.
