Possible alternator Problem? Help!

Hello All, Im the new owner of a 1986 Carrera, (yeah) Fist Porsche! Well it seems to have some problems and I would like to see if anyone can help me with what I think to be the most pressing issue. When driving at night with lights on, the lights dim and brighten when above 2k RPM's, does not do this at idle. I have not tested the Volts at the battery with the engine running yet (will do so tonight) I had to replace the fan belt and shims today since the belt was stretched beyond any tightening and was missing 1 shim, so I purchased 6 new ones and a belt. Could this be my alternator or regulator (or both)? Prior owner has a receipt for a reman alternator from less than a year ago.

bizerk regulator. problem is, it's mounted on the alternator, and it's brushes wear out the commutator ring in the alt, so you need a new alt/reg unit. very common. check the fluid level in the battery too.
