Question What the heck is this?

It looks like some sort of smog device but there seems to be no sucking or blowing out of the end (okay, okay, no jokes here). It almost cost me a smog check.

Can I just go ahead and cap this off? Or even better, remove it entirely so there won't be questions in the future.

It's the auxilliary air valve, and that nipple if for a vacuum hose. If the car runs well as is, just cover it or run a hose to it then plug the hose and hide the other end to fool the smog inspector.

That is a 80-83 CIS feature, and the vacuum will pull the diaphram to allow air into the engine. It's just another piece that was put in to allow for cleaner running. Unplugging it just eliminates one more feature of CIS that is really not needed. The diaphram inside it can leak causing unintended bypass. It's just a rubber flap that covers to ends of the pipes you see going into it. Removing the AAV would require plugging th hoses, which might be suspicious to the EPA too, unless you do it so the hose ends are not visible.
