Early Car Steering Wheel / Horn Pad Question

I am restoring my 69S to closer to original form. I bought a used early car steering wheel and the horn pad seems to just flop around. Should there be a spring or something between the pad and the center of the steering wheel to push it out and hold it in place?

There is a rubber cup that fits inside the horn pad to act as a spring. Mine had collapsed and the horn was always on.

Part #8 is what I am refering to. FWIW, it is a 914 part in PET5.
