Washington state pelican heads

I have a a bit of a problem. I purchased a 1971 911 in the state of washington. It turns out that VIN # on title does not match one on car. Does anyone know on older cars does washington assign a number that is different or should it be the same #.

if it had an assigned number, there would be a green and black metal tag riveted inside the left door jamb with the new number on it.
