warm-up regulator troubleshooting

I have a 1983SC that has a hesitation problem. It's pretty consistant so I feel that it is fuel problem. The problem is very noticeable cruising around 2500 rpm's. I've replace the fuel filter, air cleaner, plugs, cap & rotor. The car starts fine and seems to idle a little rough and at a slightly lower rpm than usual.
How can I tell if the warm-up regulator is functioning properly and not offering a restriction to the fuel supply?
Otherwise, the car is in pristine condition with about 76K miles.
Any other ideas?
The car is in storage now but I can still get at the engine to try things.

Usually when the WUR goes bad, the symptoms include a poor idle and the inability to really give the car any gas until it has warmed up (WUR leans the car out too much).

Function is normally checked with a fuel pressure gauge between the fuel distributor and the WUR. On a cold engine, the fuel pressure going to the WUR rises at a steady rate (see diagram below)

You will want to test this with the pressure gauges rather than by swapping parts - the WUR is pretty expensive.

A few other things to check:

Frequency valve: behind the airbox, when the car is running, you should be able to feel this valve vibrate.

Pressure regulator in fuel distributor: O-rings fail.

sensor plate warped\excessively dirty\out of adjustment.

As AFJuvat said, you need to do a fuel pressure test to trully tell if your warm-up regulator is bad. You can throw parts at a CIS car all day long and not solve the problem, if you don't do a fuel pressure test.

1. Agree with the others that you start with a complete pressure test.
2. If 1 OK, set the CO properly using a gauge.
3. Then, and only then, start changing parts.

I wouldn't rule out an ignition related problem just yet.

A consistent hesitation is just as likely ignition related.
