I have a hole in my elbow

I've noticed this before but for some reason I never gave it any thought. Now I'm really puzzled - why is there a hole in the top of my hot air elbow? Is there supposed to be a plug there? It's right in the center of the pic.

It's where a yellow plastic guide for the cruise control cable (shown under the hot air tube in the photo above) is mounted.
