What are these bumper things called?

What do they call the piece that can be used on mid year car bumpers that can be used to eliminate the reflector closet to the tire on each side. I think they were a euro thing not standard on US cars. I have seem them on C3's. I think they are just black rubber. Looking to get a pair but not sure what they are called.
