What is this and could it be my problem?
 
I'm having a hard time identifying this line or hose. I looked on my PET cd and in the Pelican parts cat. and can't seem to find it.

Could the crack in the rubber be the cause of my bucking and hesitation at lower RPMs?

Not sure what it's called, but it has been listed as a suspect in hunting idle problems before. I would replace it if it's cracked. I went to a Porsche wrecking yard and pulled the whole she-bang off a motor and paid about $25.

It's listed in this section . It's called the pipeline.....hold on to your wallet.
I replaced mine when I first got my car because it was cracked. I think some have just used properly sized rubber tubing with some hose clamps to take the place of the piece rather than spring the $$ for a new one.

Just because it looks cracked on the outside doesn't mean it's leaking or in need of replacement. The outer sheath of hoses can form cracks which is nothing more than an eyesore while the internals are fine.

Smear a dab of clear or black silicone sealer on the crack if it really bothers you and notice how it makes no difference in your bucking and hesitation at lower RPMs.

Why waste your time or money?

You could probably have it repaired anywhere that fixes hydraulic hoses.
