Need HKS EVC V boost controller installation assistance
 

I know this should be an easy install but I'm running into some difficultly.

Electrical connections are correct and head unit is set to "PO" for external wastegate. My interpretation of the directions led me to connect the stepper motor in the following configuration:

Port B - 4 mm vacuum connection to port just after throttle plate on throttle body

Port I - 6 mm tee into control line that runs from intercooler to control port on the wastegate

Port O - 6 mm connection to top of wastegate (normally vented to atmosphere)

With this setup the car is overboosting when I get into it even though the volume controls are set all the way to the left (0). I'm pretty sure the wastegate is operating properly because I can disconnect port O, vent the wastegate diaphram to the atmosphere and it opens properly. Any assistance with this would be greatly appreciated.
