Wheels and tire damage--- need your opinion

A local wheels and tire place damaged both rear wheels while mounting the rear tires.At first I wanted a used set of wheels but shop won't pay for them and had the wheels refinished.I am not happy with the refinishing and although they had agreed on getting them refinished again but i am doubtful.So what are your suggestions as to how shall i approach this situation ? Refinish vs used set vs a new set ?
Case 2:
Just after picking up the car i noticed one tire had a bubble on the side wall and after going back and forth witht he shop i had them unmount the tire and we both noticed that their was damage on the inside,right where the bubble was,so they finally replaced the tire.They will not mount the new tire for me so i had to take it to another store.
The new store have this machine that doesn't touch the wheel so tire was mounted with no problem.
Now here is the situation that i need your help.It has been close to 6 weeks and i just noticed one of the rear tires have yet another damn bubble,both tires are brand new.My question is i honestly don't know who mounted this tire,the first shop or the second one but i definately know one thing that the first shop used pry bars to mount and unmount the tires and the second one had this hunter high tech machine that does every thing flawlessly.
So how do i approach this issue with both shops ? I know the damage could be coz of an impact and blah blah but what if it does have the damage on the inside,who would be held responsible then ?

I'd have the tires un-mounted, and then ship the wheels to Al Reed in Anaheim, California. He clean them up and make them look great. Have the tire shop agree to pay for Al's work, plus shipping. (His prices are very reasonable.)

Regardless of who mounted the now-bad tire, don't the tires have some sort of warranty that would be in effect after only six weeks? If neither store will step up and help you, get the tire manufacturer involved.
