Turn signal switch for parking lights turns on both sides

Isn't only one side or the other supposed to turn on, depending on which side the turn signal switch is at? Any ideas why the parking lights come on at both sides at either position of the switch?

I know what you are talking about. I recently replaced my switch and the same thing happened, both sides of the parking lights would come on when the car was off when the switch was activated. I guess I could have returned the switch but I didn't worry about it. Everything else works the correct way.
