just put new turnsignal switch in a 74-911 for the usual high beam problem.

Check the plug connectors between the passenger and trunk compartments, which are just forward of the gauges.

I'd check the fuse box to see if switch power is getting to the fuses.

Something to consider .... are the high beam bulbs still good? I had the turn signal/hi-lo beam switch replaced as well and had the same problem, no high beams. After investigation it turned out both bulbs were burned out. Go figger those odds.

ok.. how about power on the switch side of the bulkhead plug..
ie: pull the plug and test with a 10w/at least test light, not a meter. That plug may feed the main headlight sw also so you're going to have to figure out the circuit to the main headlight sw to the high/low sw, etc. I'd start with the wiring diagram.

fwiw, the feed wire from the main sw may be disconnected ?
