HELP!Need to do an on site PPI for engine located in SOcal

I live in the Bay Area and need to have someone do an on site inspection of an engine located near Costa Mesa in SOcal. Anytime between Wed 25th to sat 28th, a traveling professional Porsche mechanic or a knowledgeable Porsche enthusiast would be fine.
The particulars are that the engine does not turn by hand (current owner states that) and aside from that is is a complete 2liter "S" engine that I am very much in need of. I am simply trying to establish an educated opinion about "WHY" it does not turn, blown up/siezed during use or if the problem lies in moisture damage. Essentially an upper&lower valve cover removal and sump plate removal to gain visual access at the insides. Looking for evidence of either mechanical failure or moisture damage. Im simply looking for the best educated opinion about its condition as I know one truly doesn't know untill it comes apart.

If anybody can reccommend a porsche mechanic that will do the onsite inspection or if anyone has the time to take a look and wants to make a buck than please contact me ASAP.
