Thermo switch wiring for a 76S

I am trying to resolve a possible electrical problem with my cold start valve. The valve itself works when I give it 12 volts direct. It is getting fuel but does not spray when the engine is cranked. I used a meter to check the voltage going to the plug and I get 12 volts to one side of the plug and only 6 or 7 to the other side. I assume from this that there is a connection or wiring problem going to my thermo switch. The only info I have been able to find is that I should check connections at the starter and they all seem to be fine. According to what I can understand in my shop manual, the wiring for my car runs thru some other conceptions that I cant make sense of.

Does this make sense?
