Need help with targa top broken pin-driving me crazy!

I have two broken pins and have purchased replacement parts for these. How do I get these broken bolts out of the nuts OR how do I get at the backing plate so I can put the new plate, washer and pin in?

So far I've tried drilling a hole and a screw extractor with no success.

Well thanks to Mr Dremel I cut pulled back the targa material I had glued down and cut a square out of the back of the targa top through the metal to access the backing plate for the pin to screw in. Then I glued a piece of thin metal over the hole and then a small piece of foam over that and reglued the material over the corners. Hopefully I can finish the project soon now!
