CIS Air Flow sensor plate Sticking?

I have an '81 SC. Normally, when I turn on the key (without starting) everything is quiet except for the normal ignition box buzz. However, sometimes, when I turn the key on, the fuel pump also comes on (car not running). When the car starts, it tends to stumble for a few seconds when this happens. I think there is a fuel pump safety switch that only activates the fuel pump when air is flowing through the Air Flow Sensor plate (ie. the engine is running). Could my issue indicate that the air flow sensor plate is sometimes sticking slightly open, thereby allowing the fuel pump to come on when not running, and causing the stumble for a few seconds? Thanks for your help.
