Buzzing/rattling from front end
 
I have this buzzing noise with a slight rattle thrown in that eminates from somewhere under the car between the front wheels. It sounds slightly louder on the left side. Could this be my fuel pump? I had a new one put in not too long ago. I really hope it's not going again. I don't know if it's a constant noise as I can only hear it at idle due to engine noise when driving.

This may or may not be related but my car is also not starting on the first try lately. It turns over about 8-10 times then sounds likes it's going to start so I release the key but then it just dies. I then turn the key a second time and the car starts immediately every time. Am I losing pressure somewhere?

It could be the new fuel pump and it could be already tired because of blockage.

Damn, You know I had my fuel tank removed/refinished a while back and since then I've had to replace the fuel filter 2 or 3 times because it still collects LOTS of rust. There must be rust somewhere else?

Nix,
A rusted fuel tank is DANGEROUS in that it is thinner than intended and can rupture in an accident with catastrophic results. I know that others here on the board will jump in and say it's ok but I work in the fuel tank manufacturing business and have seen people disfigured and worse from fires as a result of fuel tank corrosion coupled with collisions. Based on that alone you should bite the bullet and replace your fuel tank.
