Does the math work this way?
 
I want to lower the height of my air filter cover to provide clearance for a blower fan under the condenser. I calculate the opening in the cover to be approx. 2 1/2 X 3 1/2 inches or 8.75 square inches.

If I make a solid top that is lowered enough to clear the blower fan, but leave a 1/4" gap around the entire perimeter (6"x12"x6"x12") of 36 linear inches = 9 square inches; is it roughly equivilent?

(The air could then enter from around the edges of the cover, and keep the rain out)

It looks to me like the short answer is yes. However why not just remove the entire air filter cover and retain the filter by other means.
A couple straps across the filter will hold it in place. Might make a bit more intake noise. Some racers already do this.

I want to protect the filter from rain; wouldn't an un-covered filter during a rain pass water into the intake? (I know it never rains in the Texas or New Mexico... butt just had a downpour tonite!!!)

You could build a rain shield that would easily sit lower than the current filter hood. Just a thought. Just make sure you space it away enough it still gets sufficient air flow.

What I was thinking was to use the lower 2 inches or so of the filter cover (just enough to hold the filter in place), 1/4" or 1/2" gap; then the rain shield as you suggest. Was thinking that that gap would provide the 9 sq. inches of intake. It could be supported at each corner with "posts" to raise it above the filter. Was just wondering if my assumption 36 linear inches @ 1/4" gap was equal to 9 sq. inches was flawed in some way.
