Removing plastic cover from steering column??

I'm trying to fix my headlight switch, having a problem where the low beams work ok, pulling the lever gets flash high beams ok, push the lever forward and both headlights go out. Was hoping this would just be a bent contact or something. I tried to get the steering column cover off by taking off the two flathead screws, I can get the platic seams separated with the flathead screwdriver but then I meet resistance. I'm afraid to pull too hard on the thing because I don't want to break the plastic. Do I have to take the wheel off to do this? Someone earlier talked about it was a quick 5 minute fix and their column came off easily. Oh yeah, it is an 84 Targa. Thanks in advance.

Yes, the wheel has to come off. There are another 6 screws underneath that you have to take off before the plastic can be removed.

You will only see 4 at first, but once you take out the top two and remove the horn contact, the other two are underneath.

On a related topic...can anyone from Texas tell me if the high beams need to stay on to pass the inspection or is flashing enough??
