Tuning Weber Carbs on my 72t

I'm needing assistance in tuning my weber carbs on my 1972 911t. I have followed the steps in 101 projects on rebuilding carbs to a tee and have had no luck. The car is running really rough, noisy and have some smoke coming out. After about 5 minutes of tuning I smell like I took a bath in gasoline. I know this means it's running rich but have had no luck in reducing this. One of the cylinders is jumping all around on the synchro meter. I have already adjusted the valves, timing and points. Any help you can give will be appreciated.
