new 911 owner/lost license plate light power

I was attempting to install new license plate light fixtures . I had both lights unscrewed and hanging by the wires, the right side was on. I disconnect the wires on the left light and they touched. There was a small spark and the right light went out. I checked all the fuses and they all checked out good. Is there another type of protection, maybe an inline fuse or something that can cause this circuit to be dead?

What year and which fuse(s) did you check?

I'm not near my car or a wiring diagram right now, but check the main fuse\relay panel on the inside of the driver's fender under the hood.
