Value of a 74 911

My dad's looking to buy a 74 that a guy is asking $13k for. Do you all think it's worth it? Here's the specs:

-1974 California car w/ sunroof
-Originally light green - repainted Ferrari fed
-3.0 cis engine w/ 15k on full rebuild
-Original tranny may need synchros in future
-Non correct engine lid (73 w/ 2.4 badge)
-Tub was professionally repaired at battery box - corrosion
-Body and paint = 9
-Interior = 7
-Fuchs with 215's
-Needs quarter window seals
-No rust found
-AC doesn't work

Get a PPI and negotiate from there. It sounds like a nice car but get it checked out before dumping 12K. Check out this story,

if you can get him to $9,000 maybe, but be prepared to deal with the problem$ this car i$ $ure to have, given the list of things he had to do already, probably to get the car $ale-able
