Question '82 SC prepurchase advice needed please

Hi guys. This is a longshot, but there is an '82 sc for sale that the owner wants to sell me. I've been fighting him on the price of $20k for over 8 months now. He told me over the phone this weekend that he took the car out for a drive and then to get some gas. He said that after he put the gas in he noticed that there was a small amount of gasoline leaking from a rubber hose underneath where you put the gas in (crazy, but I can't remember what this opening is called!!!).
Does anyone know what this might be and if it is anything to worry about? It seems that this has motivated him to sell the car to me for less (I was asking to pay $19k).

My guess is the fuel line from the tank to the engine. About $200 and a couple hours to change. $20K seems high, is it concors condition?

Yikes. You guys are making me think I'm making a big mistake for $19k. The guy selling says its in perfect condition. I haven't seen it yet. Heres a pic.

The only bad things are that there have been NO upgrades at all, but I am tired of looking at beat-up SCs. I'm over here in MD where the selection of nice cars are nearly nonexistant. They are around, but I am sick of waiting for one to come up in close proximity. Heres the inside:

Patience, patience, patience...I bought an '86 911 with 70K miles last Spring for $19K. I gather (after the fact) that that price may be a bit high. However, if the car does it for you, do it. Check The Washington Post or cars.com.
